113年全民運動會新南向藤球交流賽競賽規程
壹、宗 旨:為加強推廣我國藤球運動,提升我國藤球運動競技運動水平,藉由新南向運動賽事的觀摩與切磋,擴展東南亞國際間的藤球運動競技交流,讓國際間好手同台較勁,發揚藤球運動樣貌與文化精神。
貳、指導單位:教育部體育署。
參、主辦單位:屏東縣政府。
肆、承辦單位:113年全民運動會籌備處行銷部新南向組。
伍、競賽日期:113年10月25日(星期五)辦理。
陸、競賽地點:國立佳冬高級農業職業學校活動中心。(屏東縣佳冬鄉佳農街67號)。
柒、參賽單位:邀請泰國、越南、菲律賓及臺灣移家隊伍參加。
捌、競賽種類:區分男子組三人賽及女子組三人賽。
玖、競賽規則:
一、本比賽採用中華民國藤球協會公布之最新藤球規則(依國際藤球總會2024最新規則)。
二、各組比賽均採三局二勝制,三局均採15分制,比分為14:14時,延長至先獲得17分為勝方。
三、採循環賽制,積分算法如下:
(一)勝一場得兩分,敗一場得一分,積分多者為勝。
(二)若兩隊積分相等,以兩隊勝負相關之勝者為勝。
(三)三隊以上積分相同,以積分相同之相關隊伍比較,比賽結果依下列順序判定:
1.(勝局和)-(負局和)之差,大者晉級。
2.(勝分和)/(負分和)之商,大者晉級。
3.若再相等,則由裁判長抽籤決定勝負。
四、比賽前受傷或特殊事故無法參賽之選手,需在該場次前三十分鐘向大會提出申請,並填妥請假申請書,經裁判長核准後,繳交至競賽組,完成請假手續。
五、主辦單位可視實際報名隊數或不可抗力之因素更改賽制調整賽程,比賽時如遇特殊事故無法進行時,大會亦保有修改、變更或暫停本賽事之權利。必需改期或補賽時,得由大會競賽組宣布,各參加隊伍必須遵守。
六、參賽選手應攜帶有照片之身分證明文件,以大會製發之ID卡為主。
七、比賽場地由大會指定提供比賽場地,各參賽單位不得依據各該項運動規則或相關規定提出異議。
壹拾、領隊技術會議及抽籤:所有單位須派員參加領隊會議,賽會細則將於領隊會議公告,若未參與之單位視同無異議。
壹拾壹、獎 勵:各組依名次,並頒獎以茲鼓勵。
壹拾貳、申 訴:
一、有關選手資格之抗議,須於該場比賽十分鐘前提出,比賽開始後概不受理。
二、比賽發生爭議時,需於事實發生後半小時內具正式抗議書送達大會審查,並繳交保證金新臺幣三仟元,以大會之判決為終結,不得再行抗議。如抗議成立則保證金全額退還,不成立時則沒收保證金。
壹拾參、保 險:依保險法相關規定辦理公共意外責任險,並於競賽規程中揭露保障範圍及額度。
壹拾肆、基於「安全的考量」,患有心血管疾病及孕婦等,一切可能有礙安全之身心狀況及相關特殊疾病者,建議量力自身安全參與本賽會,如有自行報名參加本賽會,於賽會期間時活動中導致不適及引發自身疾病發病請自行負責。
壹拾伍、為加強安全防護,繳交報名表時應一併繳交「隊職員及選手保證曁個人資料授權同意書」,否則不予報名參賽資格。
壹拾陸、 報名人員於比賽時,身體如有不適及嚴重運動傷害,大會將負起協助後送工作,依本規定送至本市核定全民健保之合格醫療機構,協助就診。
壹拾柒、本計畫奉核可後實施,修正時亦同。
2024 Citizens Sports Games New Southbound Sepak Takraw
Invitational Tourament Competition Regulations
I. Purpose: To promote sepak takraw in our country, enhance its competitiveness,expand international exchanges through observationsinteractions during the New Southbound sports events. This aims to provide a platform for international athletes to compete, showcasing the spiritculture of sepak takraw.
II. Guiding Unit: Sports Administration, Ministry of Education.
III. Organizing Unit: Pingtung County Government.
IV. Undertaking Unit: Marketing Department, New Southbound Group, 113th National Games Preparatory Office.
V. Competition Date: October 25, 2024 (Friday).
VI. Competition Venue: National Jiadong Agricultural Vocational High School Activity Center (No. 67, Jianong St., Jiadong Township, Pingtung County).
VII. Participating Units: Teams from Thailand, Vietnam, the Philippines,Taiwan.
VIII. Competition Categories: Divided into Men's Three-PersonWomen's Three-Person Team competitions.
IX. Competition Rules:
1.This competition will follow the latest teqball rules published by the Chinese Taipei Teqball Association (based on the International Teqball Federation's latest rules for 2024).
2.Each group will compete in a best-of-three format, with each game to 15 points; if the score reaches 14:14, the game will continue until one team reaches 17 points.
3.The round-robin format will be used with the following scoring system:
•Winning a match earns 2 points; losing earns 1 point; the team with more points wins.
•If two teams have equal points, the match winner will be deemed the winner.
•If threemore teams have the same points, the teams will be compared in the following order:
a.The difference between the total number of wins minus the total number of defeats. The one with the higher number of advances.
b.The ratio of total points scored to points conceded. The one with the higher number of advances.
c.If still equal, the referee will draw lots to determine the outcome.
4.Suppose a player is unable to compete due to injuryparticular circumstances. In that case, they must submit a leave request to the organizing committee at least 30 minutes prior to the matchfill out a leave application form. The head referee must approvesubmit the form to the competition group.
5.The organizing unit reserves the right to modify the competition systemschedule based on the number of teams registeredunforeseen circumstances. If extraordinary incidents prevent the competition from proceeding, the organizing committee can modify, change,suspend the event. If reschedulingmake-up matches are necessary, the competition group will announce them,all participating teams must comply.
6.Participants must carry a photo ID; the ID card issued by the organizing committee will take precedence.
7.The organizing committee will designate the competition venue,participating units may not contest the rulesrelated regulations based on the specific sport.
X. Team Leaders' Technical MeetingDraw: All units must send representatives to the team leaders' meeting, where detailed competition regulations will be announced. Units that do not participate will be deemed to have no objections.
XI. Awards: Prizes will be awarded based on rankings to encourage participation.
XII. Appeals:
1.Protests regarding player qualifications must be submitted ten minutes before the match starts; no protests will be accepted afterward.
2.In the event of disputes during the competition, a formal protest must be submitted within half an hour of the incident, accompanied by a protest fee of NT$3,000. The organizing committee's decision will be final,no further appeals will be accepted. If the protest is upheld, the cost will be fully refunded; if not, the fee will be forfeited.
XIII. Insurance: Public liability insurance will be arranged in accordance with relevant insurance regulations,the scopeamount of coverage will be disclosed in the competition regulations.
XIV. Safety Considerations: Participants with cardiovascular diseases, pregnant women,any conditions that may pose safety risks are advised to assess their own safety when participating in this event. If they choose to registerexperience discomforthealth issues during the event, they will be responsible for their own well-being.
XVI. If participants experience discomfortsevere injuries during the competition, the organizing committee will assist in arranging for them to be taken to a qualified medical facility recognized by the city's national health insurance for treatment.
XVII. This plan will be implemented upon approval,any amendments will follow the same procedure.
